La nostra “area euromediterranea” contro la UE di Merkel e Macron (in francese ed inglese)

Abbiamo alle spalle le elezioni e davanti molte incertezze. Non si sa che tipo di governo verrà formato, non si sa se si tornerà presto alle urne (nel caso non venisse formato), né con quale legge elettorale (sta aumentando la pressione per avere un premio di maggioranza mostruoso). Di certo, però, il prossimo anno ci saranno le elezioni europee.

Com’è noto, non siamo mai stati “elettoralisti a prescindere”, ma abbiamo partecipato con molta convinzione al percorso di Potere al Popolo. Quindi questa scadenza, dal nostro punto di vista, ha un senso se ci si arriva con un’idea chiara di cos’è oggi l’Unione Europea, così come si partecipa a una elezione nazionale avendo chiaro che cos’è lo Stato, la sua struttura istituzionale, l’ambito di decisioni che lì dentro si possono prendere.

A sinistra”, come si suol dire, c’è molta confusione su questo punto. Colpa di una scarsa (diciamo così) riflessione concreta sui mutamenti strutturali derivanti dall’entrata in vigore – progressiva e fin qui inarrestabile – di trattati che sottraggono materie decisive, strategiche, ai governi nazionali. Basti pensare all’obbligo di pareggio in bilancio, inserito addirittura nell’art. 81 della Costituzione, praticamente senza dibattito e senza opposizione, che di fatto esclude ogni possibilità di affrontare congiunture economiche avverse, consegnando di fatto alla potenza volubile dei mercati ogni soluzione.

Tra i molti elementi di confusione ce n’è uno che rende difficile persino “mettere a tema” il problema della partecipazione all’Unione Europea, delle possibilità di “riforma” o della necessità di “rottura”, riducendo una questione complessa a un banale problema di nazionalismo/internazionalismo. Come se fosse un problemino “ideologico”, una fissazione di alcuni, al pari del “reddito di cittadinanza” (o similari), utile soltanto a farsi notare nel deprimente panorama dell’”offerta politica”.

Al contrario, si tratta di comprendere la struttura istituzionale dentro cui viviamo e che regola il funzionamento di economia, istituzioni, relazioni sociali, ecc. In altre parole, dov’è collocato il potere politico oggi? Da dove originano le decisioni che ci riguardano? Chi è che le prende e quali possibilità ci sono di influire “democraticamente”? Quale “modello sociale” disegnano quelle già prese negli ultimi 30 anni (dagli accordi di Maastricht in poi)?

Insomma, le domande-chiave che descrivono il campo di qualsiasi attività politica – governativa o di opposizione – qualsiasi livello di conflitto sociale e persino di una qualsiasi attività mutualistica.

Per dirla molto sinteticamente: da tempo immemorabile “fare politica” significa avere l’obiettivo di governare un paese, cambiarne le priorità privilegiando determinati interessi sociali anziché altri. Per fare questo, dopo aver conquistato il consenso sociale necessario, bisogna disporre del potere di decidere e degli strumenti per concretizzare le decisioni.

In pratica, se Potere al Popolo o un’altra formazione futura dovesse conquistare la maggioranza parlamentare – da sola o con alleati compatibili – nelle condizioni istituzionali attuali avrebbe la possibilità di realizzare quegli obiettivi di giustizia sociale per cui esiste?

Ci sembra assolutamente scontato che si troverebbe di fronte esattamente gli stessi condizionamenti sovranazionali, anzi, enormemente più rigidi a causa della sensazione di pericolo mortale che animerebbe in quel caso “i mercati”.

Le “condizioni istituzionali attuali” infatti assegnano molte delle leve del potere all’Unione Europea (alla Commissione e all’Eurogruppo, per essere precisi), mentre allo Stato restano le prerogative relative al prelievo fiscale e alla “sicurezza” (peraltro già molto integrate in organismi sovranazionali europei e Nato).

Insomma, ci troveremmo in una situazione simile a quella di Lega e M5S oggi. Formazioni che – nonostante abbiano praticamente abbandonato ogni critica seria alle “istituzioni sovranazionali” – vengono tuttora riguardate con sospetto, a causa di qualche eccesso verbale passato. Alla fine dell’incontro avuto ieri con Angela Merkel, il presidente francese Macron ha esplicitamente espresso l’irritazione dei vertici europei per il risultato delle elezioni italiane: “Il lavoro che ci aspetta è importante in un contesto europeo profondamente scosso da Brexit e dalle elezioni italiane che hanno visto montare gli estremi e che ci hanno permesso di toccare con mano le conseguenze di una lunga crisi economica e le sfide migratorie a cui non abbiamo saputo rispondere”.

Se “i mercati” hanno reagito con calma (Salvini e Di Maio non spaventano affatto la speculazione internazionale, con cui hanno da tempo stabilito relazioni diplomatiche distese), proprio le “istituzioni europee” sembrano soffrire di più il prevalere elettorale di forze fin qui considerate “euroscettiche”, anche se decisamente rabbonite dall’avvicinamento a Palazzo Chigi. C’è infatti da portare a termine, in tempi brevissimi, quella ristrutturazione della UE che va sotto il nome di “Europa a due velocità”, e l’avere a Roma un governo meno “sdraiato” di quelli imposti negli ultimi sette anni (da Monti in poi) è vissuto lassù come un problema di “efficienza”, anche se non è affatto una minaccia.

Si tratta di stringere accordi ferrei in pochissimo tempo (“È il nostro compito entro giugno: sulla zona euro, sui migranti, la politica di difesa, il commercio, la ricerca, l’istruzione, ci proporremo una chiara, ambiziosa  tabella di marcia per la rifondazione della UE entro giugno“, ha spiegato Macron) e ogni esitazione del futuro governo italiano rischia di rallentare un treno già in forte ritardo (anche la Germania è stata ferma sei mesi per riformare la Grosse Koalition, l’alleanza tra democristiani e Spd).

Un governo davvero alternativo, insomma, troverebbe davanti a sé un vero plotone di esecuzione composto da mercati, Nato, Troika, UE, capitale finanziario. Costretto a fare il contrario di quanto messo in programma (come Tsipras in Grecia, nel 2015) oppure a mettere in piedi, in tutta fretta e con ovvio affanno, un “piano B” per resistere.

Non è dunque peregrino il tema che andiamo sollevando da tempo: l’Unione Europea è irriformabile (se non nel senso peggiorativo di Macron e Merkel), dunque occorre sapere che per realizzare un qualsiasi cambiamento orientato alla giustizia sociale bisogna passare attraverso la sua rottura.

Che non è esattamente un pranzo di gala…

I giornalisti di regime e anche qualche europeista “di sinistra” pongono a questo punto l’alternativa ridicola: “voi volete portare l’Italia fuori dalla Ue e dall’euro? Allora siete nazionalisti e sovranisti!”.

Da un sistema di alleanze e trattati sovranazionali si può uscire in molti modi, ma sostanzialmente due: a) unilateralmente, da soli, come “via nazionale”, oppure b) dando vita o entrando in un altro e diverso sistema internazionale di alleanza/trattati.

L’obiettivo positivo che dunque indichiamo è la costruzione di un’area euromediterranea, tra paesi che hanno sistemi produttivi più simili e compatibili, tra forze politico-sociali che mettono al centro le esigenze prioritarie delle popolazioni invece che il massimo profitto per le imprese multinazionali, la speculazione finanziaria, il rigore di bilancio. Rompere dunque per costruire un’area di integrazione regionale “altra”, soprattutto sul piano delle relazioni economico-sociali, delle scelte antibelliciste interne e reciproche tra i paesi e i popoli interessati a convergere su questa alternativa. Per impedire la prosecuzione del massacro sociale e interrompere l’escalation che spinge verso la guerra.

E’ questa un’idea che non sta in piedi, che – come ci siamo sentiti dire – “non interessa alla gente”, che “fa perdere voti”?

Facciamo sommessamente notare che gli elettori italiani (categoria spuria sotto il profilo sociale, ma i voti si contano…) hanno premiato con un pesantissimo 55% forze indicate da tutti come “euroscettiche”. Dunque la critica della Ue incontra consenso sociale; porta voti, non li fa perdere.

Certo, è una iattura che questo consenso sia raccolto da forze in alcuni casi parafasciste, apertamente razziste e xenofobe (Lega e Fratelli d’Italia, oltre agli zero virgola di Casapound e Forza Nuova), o da neodemocristiani “né di destra né di sinistra”. Ma proprio l’assenza di una consolidata alternativa reale, in grado di rappresentare un grado di “euroscetticismo sociale” almeno comparabile, ha decisamente favorito quel flusso di consensi a destra.

Non a caso, tutte le forze uscite vincitrici dalle elezioni hanno dovuto mettere in primo piano promesse socialmente attrattive perché fortemente volute dalle componenti del nostro blocco sociale (e osteggiate proprio dalla UE): i lavoratori dipendenti vogliono l’abolizione della legge Fornero e del Jobs Act, i disoccupati di lungo corso sperano nel reddito di cittadinanza, ecc. Hanno mescolato questi elementi con la paura del diverso, dell’immigrato, del “nero”, dando forma a una guerra tra poveri che favorisce enormemente il predominio dell’establishment. Lo tocchiamo con mano ogni giorno, nel nostro lavoro sociale e politico. Ma sciogliere questo intreccio è possibile. Faticoso, difficile, ma possibile. Lo vediamo soprattutto sui luoghi di lavoro, dove lo sfruttamento comune favorisce spazi di solidarietà e identificazione maggiori. In ogni caso, non si combatte il razzismo e il fascismo con le giaculatorie, con il “buonismo” veltroniano o le chiacchiere renziane.

Infine: esistono forze altrettanto radicali, in Europa, che hanno fatto della critica distruttiva dell’Unione Europea un obiettivo del proprio programma? Beh, basta leggersi cosa dice su questo punto il programma di France Insoumise, il movimento guidato da Jean-Luc Mélenchon che ha preso quasi il 20% alle elezioni presidenziali (Macron, ricordiamo, è andato al ballottaggio con il 24%, Marine Le Pen con il 21). O quel che dice Unità Popolare, il movimento greco nato dalla rottura con Syriza, guidato da Panagiotis Lafazanis, ex ministro dell’energia nel primo governo Tsipras (quello chiuso con il referendum per l’Oxi e la capitolazione). Al programma della Cup in Catalogna, e di altre forze progressiste in Spagna, Portogallo, Tunisia…

Dunque, la rottura dell’Unione Europea è un obiettivo internazionalista e di progresso sociale; anzi, è la precondizione perché un cambiamento sociale radicale possa essere realizzato.

Chi dice il contrario, lavora per altri interessi. Ne sia consapevole o no (sembra un paradosso, ma la confusione fa sragionare anche le persone più oneste).

Questa è la posta in gioco. Si tratta solo di prenderne atto.

p.s. Un sondaggio Swg, pubblicato ieri da Il Messaggero, attribuisce a Potere al Popolo il doppio dei voti rispetto al 4 marzo, passando all’1,1 al 2%. Le uniche altre forze in crescita sono M5S e Lega, i vincitori che – come sempre – vedono ora il loro carro riempirsi a vista d’occhio. Non vi fischiano un po’ le orecchie?

Nous avons les élections derrière nous et beaucoup d’incertitudes devant nous. On ne sait pas quel genre de gouvernement sera formé, on ne sait pas si on va à retourner bientôt aux urnes (si il ne devrait pas être formé), ni avec quelle loi électorale (il y a une pression croissante pour avoir un monstrueux prix de majorité). Bien sûr, cependant, l’année prochaine, il y aura les élections européennes.

Comme tout le monde sait, nous n’avons jamais été “électoralistes à tout prix”, mais nous avons participé avec grande conviction à le chemin de Potere al Popolo. Donc, cette échéance, de notre point de vue, a du sens si nous arrivons à avoir une idée claire de ce que l’Union Européenne est aujourd’hui, tout comme nous participons à une élection nationale, ayant une idée claire de ce qu’est l’Etat, sa structure institutionnelle, la portée des décisions qui peuvent y être prises.

“Á gauche”, comme on dit, il y a beaucoup de confusion sur cette question. À cause d’une faible (pour ainsi dire) réflexion concrète sur les changements structurels résultant de l’entrée en vigueur – progressive et jusqu’à ici imparable – des traités qui privent les gouvernements nationaux des domaines décisifs et stratégiques. Pensez simplement à l’obligation d’équilibrer le budget, même inclus dans l’art. 81 de la Constitution, pratiquement sans débat et sans opposition, ce qui exclut en fait toutes les possibilités de faire face à des circonstances économiques défavorables, apportant effectivement toute solution à la puissance instable des marchés.

Parmi les nombreux éléments de confusion, il y a un qui rend difficile même de «mettre sur le thème» le problème de la participation à l’Union Européenne, de la possibilité de «réforme» ou la nécessité de «rupture», ce qui réduit un problème complexe dans un trivial problème de nationalisme / internationalisme. Comme si il s’agissait d’un petit problème «idéologique», une fixation de certains, comme le «revenu de la citoyenneté» (ou similaire), utile seulement pour se faire remarquer dans le panorama déprimant de l ‘«offre politique».

Au contraire, il s’agit de comprendre la structure institutionnelle dans laquelle nous vivons et qui régule le fonctionnement de l’économie, des institutions, des relations sociales, etc. En autres termes, où se situe le pouvoir politique aujourd’hui? Où sont prises les décisions qui nous concernent? Qui est-ce qui les prend et quelles sont les possibilités d’influencer «démocratiquement»? Quel «modèle social» tire ceux qui ont déjà été pris au cours des 30 dernières années (à partir des accords de Maastricht)?

En bref, les questions-clés qui décrivent le domaine de toute activité politique – gouvernementale ou d’opposition – tout niveau de conflit social et même toute activité mutuelle.

Pour le dire très brièvement: depuis des temps immémoriaux, «faire de la politique» signifie avoir l’objectif de gouverner un pays, changer ses priorités et favoriser certains intérêts sociaux plutôt que d’autres. Pour ce faire, après avoir gagné le consensus social nécessaire, il faut avoir le pouvoir de décider et les outils pour réaliser les décisions.

En pratique, si Potere al Popolo ou une autre formation future devait gagner la majorité parlementaire – seul ou avec des alliés compatibles – dans les conditions institutionnelles actuelles, il aurait la possibilité d’atteindre les objectifs de justice sociale pour lesquels il existe?

Il semble absolument évident qu’il devait se confronter exactement avec les mêmes contraintes supranationales, en effet, énormément plus rigides car le sentiment de danger mortel qui animerait dans ce cas «les marchés».

En fait, les « conditions institutionnelles actuelles » attribueent bon nombre des leviers du pouvoir à l’Union Européenne (la Commission et l’Eurogroupe, pour être précis), alors que à l’Etat restent les prérogatives relatives à la fiscalité et la «sécurité» (ce qui est déjà très intégrée dans les instances supranationales européennes et de l’OTAN).

En bref, nous nous retrouverions dans une situation similaire à celle de Lega et Mouvement 5 Étoiles aujourd’hui. Des formations qui – malgré ils ayant pratiquement abandonné toute critique sérieuse des «institutions supranationales» – sont encore considérées avec suspicion, en raison de certains excès verbaux passés. Á la fin de la réunion d’hier avec Angela Merkel, le président français Macron a explicitement exprimé l’irritation des sommets européens pour le résultat des élections italiennes: “Le travail qui nous attend est importante dans un contexte européen ébranlé profondément par la Brexit et les élections italiennes qui ont vu les extremes monter et qui nous ont permis de toucher les conséquences d’une longue crise économique et des défis migratoires auxquels nous n’avons pas été capables de répondre”.

Si «les marchés » ont réagi calmement (Salvini et Di Maio ne font pas du tout peur à la spéculation internationale, avec laquelle ils ont de longtemps établi des relations diplomatiques étendues), mêmes les «institutions européennes» semblent souffrir plus l’emporter électorale des forces jusque-là considérées “eurosceptiques”, bien que décidément apiasées par l’approche à Palazzo Chigi. En fait, il est nécessaire d’achever, dans un très court laps de temps, la restructuration de l’UE appelée «Europe à deux vitesses» et l’avoir un gouvernement à Rome moins «couché» que ceux imposés au cours des sept dernières années (à partir de Monti) est perçu là-haut comme un problème d ‘«efficacité», même si ce n’est pas du tout une menace.

Il s’agit de resserrer des accords stricts dans un délai très court (“C’est notre tâche d’ici à juin: sur la zone euro, les migrants, la politique de défense, le commerce, la recherche, l’éducation, nous proposerons une feuille de route claire et ambitieuse pour le rétablissement de l’UE avant Juin” , a expliqué Macron) et toutes les hésitations du futur gouvernement italien sont susceptibles de ralentir un train déjà en grand retard (aussi bien que l’Allemagne s’est arrêtée six mois pour recréer la Grosse Koalition, l’alliance des démocrates-chrétiens et sociaux-démocrates).

Donc, un gouvernement vraiment alternatif trouverait devant lui un véritable peloton d’exécution composé de marchés, de l’OTAN, de la Troïka, de l’UE, du capital financièr. Contraint de faire le contraire de ce qui était prévu dans son programme (comme Tsipras en Grèce, en 2015) ou de mettre en oeuvre, en toute hâte et avec une difficulté évidente, un “plan B” pour résister.

Ce n’est pas étrange le sujet que nous avons soulevé depuis longtemps: l’Union Européenne n’est pas réformable (sinon dans le sens péjoratif de Macron et Merkel), donc il faut savoir que pour réaliser tout changement orienté à la justice sociale on doit passer par sa rupture.

Ce que n’est pas exactement un dîner de gala…

Les journalistes du régime et même quelques pro-européen «gauchistes» mettent en ce moment l’alternative ridicule: «Voulez-vous sortir l’Italie de l’UE et de l’euro? Alors vous êtes nationalistes et souverains!”.

De un système d’alliances et traités supranationaux on peut sortir de plusieurs façons, mais essentiellement deux: a) unilatéralement, seul, comme “voie nationale”, ou b) créer ou adhérer à un autre et différent système international d’alliance / traités.

L’objectif positif, que donc nous indiquons, est la construction de la zone euro-méditerranéenne, y compris les pays avec systèmes de production plus similaires et compatibles, y compris les forces politiques et sociales qui placent au centre les besoins prioritaries des populations au lieu des profits maximaux pour les entreprises multinationales, la spéculation financière, le rigueur budgétaire. Casser donc pour construire une “autre” zone d’intégration régionale, surtout en termes des relations économiques et sociales, des choix anti-bellicistes internes et réciproques entre les pays et les peuples intéressés à converger vers cette alternative. Pour empêcher la continuation du massacre social et pour arrêter l’escalade qui pousse à la guerre.

Est-ce une idée que ne se tient pas debout, que – comme nous l’avons entendu dire – “n’intéresse pas les gens”, que “fait perdre des voix”?

Nous soulignons tranquillement que les électeurs italiens (catégorie fausse sous le profil social, mais les votes se comptent…) ont récompensé avec un pesante 55% les forces mentionnées par tout le monde comme «eurosceptiques». Donc la critique de l’UE rencontre le consensus social; apporte des votes, ça ne les fait pas perdre.

Bien sûr, il est un désastre que ce consensus est recueilli par des forces parafascistes dans certains cas, ouvertement racistes et xénophobes (Ligue et Frères de l’Italie, à part le zero-virgule de Casapound et Forza Nuova), ou par des neo-democristiani «ni de droite ni de gauche». Mais l’absence même d’alternative réelle consolidée, capable de représenter un degré “euroscepticisme social” au moins comparable, a définitivement favorisé ce flux des consensus à droite. Sans surprise, toutes les forces victorieux dans les élections ont dû mettre au premier place des promesses socialement attrayantes parce qu’ils fortement voulues par les membres du notre bloc social (et qu’ils sont opposées par l’UE): les salariés veulent abolir la Loi Fornero et le Jobs Act, les chômeurs de longue durée espèrent pour le revenus de citoyenneté, etc. Ils ont mélangé ces éléments avec la peur des différents, de l’immigrant, des “noirs”, donnant forme à une guerre entre les pauvres qui favorise grandement la domination de l’establishment. Nous touchons tout ça tous les jours, dans notre travail social et politique. Mais dissoudre cet entrelacement est possible. Dur, difficile, mais possible. Nous voyons tout ça surtout sur les lieus de travail, où l’exploitation commune favorise une plus grande solidarité et identification. En tout cas, le racisme et le fascisme ne sont pas combattues par des incantations, avec “l’angélisme” de Veltroni ou avec le bavardages de Renzi.

Enfin: y a-t-il des forces mêmes radicales en Europe qui ont fait de la critique destructrice de l’Union Européenne un objectif des leur programmes? Bien, il suffit de lire ce qu’il dit sur ce point le programme de la France Insoumise, le mouvement dirigé par Jean-Luc Mélenchon qui a pris près de 20% lors de l’élection présidentielle (Macron, rappelez-vous, est allé au second tour avec 24%, Marine Le Pen avec 21%). Ou ce qu’il dit Unité Populaire, le mouvement grec né de la rupture avec Syriza, dirigé par Panagiotis Lafazanis, ex-ministre de l’énergie dans le premièr gouvernement Tsipras (terminé avec le référendum sur l’Oxi et la capitulation). Au programme de la CUP en Catalogne, et d’autres forces progressistes en Espagne, au Portugal, en Tunisie…

Par conséquent, la rupture de l’Union Européenne est un objectif internationaliste et de progrès social; en effet, c’est la condition préalable à la realisation d’un changement social et radical.

Ceux qui disent le contraire, travaillent pour d’autres intérêts. Que ce ils soient conscient ou non (cela semble paradoxal, mais la confusion rendre déraisonnables aussi les personnes les plus honnêtes).

C’est l’enjeu. Il s’agit seulement d’en prendre note.

So, this deadline, from our point of view, makes sense if we arrive there with a clear idea of ​​what the European Union is today, as well as how you participate in a national election knowing ​​what the State is, its institutional structure, the extent of decisions which can be taken there.

“On the left”, as they say, there is a lot of confusion on this point. It’s fault of a scarce (let’s say so) concrete reflection on the structural changes resulting from the entry into force – progressive and so far unstoppable – of treaties that subtract decisive and strategic matters from national governments. Just think of the obligation to balance the budget, even included in the art. 81 of the Constitution, practically without debate and without opposition, which in fact excludes any possibility of dealing with adverse economic circumstances, effectively delivering every solution to the volatile power of the markets.

Among the many elements of confusion there is one that makes difficult even to “put in the agenda” the problem of the participation to the European Union, the possibilities of “reform” or the need to “break”, reducing a complex issue to a trivial problem of nationalism / internationalism. As if it were a little “ideological” problem, a fixation of some, like the “income of citizenship” (or similar), useful only to get noticed in the depressing panorama of the “political supply”.

On the contrary, it involves understanding the institutional structure in which we live and which regulates the functioning of economics, institutions, social relations, etc. In other words, where is the political power placed today? Where do the decisions that affect us originate? Who does take them and what possibilities are there to influence “democratically”? Which “social model” do those already taken in the last 30 years draw (from the Maastricht agreements onwards)?

In short, the key questions describing the field of any political activity – governmental or opposition – any level of social conflict and even any mutual activity.

To put it very briefly: since immemorial time, “doing politics” means having the goal of governing a country, changing its priorities to favour certain social interests rather than others. In order to do this, after having won the necessary social consensus, it is necessary to have the power to decide and the tools to concretize the decisions.

In practice, if Potere al Popolo or another future formation were to win the parliamentary majority – alone or with compatible allies – in the current institutional conditions would it have the possibility to achieve the objectives of social justice for which it exists?

It seems absolutely obvious that it would face exactly the same supranational conditions, indeed, enormously more rigid because of the feeling of mortal danger that would animate “the markets” in that case.

In fact, the “current institutional conditions” assign many of the levers of power to the European Union (to the Commission and to the Eurogroup, to be precise), whereas the State remains with the prerogatives related to the tax levy and the “security” (which are already very integrated in European supranational bodies and in NATO).

In short, we would find ourselves in a situation similar to that of Lega and 5 Stars Movement today. Formations that – despite having practically abandoned any serious criticism of “supranational institutions” – are still regarded with suspicion, due to some past verbal excess. At the end of the yesterday’s meeting with Angela Merkel, French President Macron explicitly expressed the irritation of the European summits for the result of the Italian elections: “The work that awaits us is important in a European context deeply shaken by Brexit and Italians elections which have seen the extremes rising and which have allowed us to touch the consequences of a long economic crisis and the migratory challenges to which we have not been able to respond”.

If “the markets” have reacted quetly (Salvini and Di Maio do not scare international speculation, with which they have established distended diplomatic relations since a long time), the “European institutions” seem to suffer more the electoral prevailing of forces considered up to now “Eurosceptic”, although decidedly mollified by the approach to Palazzo Chigi. In fact, it is necessary to complete, in a very short time, the restructuring of the EU which takes the name of “two-speed Europe”, and having a government in Rome less “lying” than those imposed in the last seven years (from Monti onwards) has lived as a problem of “efficiency” up there, even if it is not a threat at all.

It is a matter of tightening agreements in a very short time (“It is our task before June: on the euro area, on migrants, security policy, trade, research, education, we will propose a clear, ambitious roadmap for the re-establishment of the EU by June“, Macron explained) and any hesitation of the future Italian government risks slowing down a train that is already lagging behind (even Germany has been stopped for six months to recreate the Grosse Koalition, the alliance between Christian Democrats and SPD).

In short, a truly alternative government would find in front of itself a real execution platoon composed of markets, NATO, Troika, EU, financial capital. Forced to do the opposite of what was included in its programme (as Tsipras in Greece, in 2015) or to stand up, in a hurry and with obvious difficulty, with a “plan B” to resist.

So, the theme we are raising for some time is not silly: the European Union is not reformable (but in the pejorative sense of Macron and Merkel), so we need to know that in order to make any change oriented to social justice we must go through its rupture.

Which is not exactly a gala dinner…

The journalists of the regime and even some pro-European “leftist” put the ridiculous alternative at this point: “Do you want to take Italy out of the EU and the euro? Then you are nationalists and sovereigns!”.

From a system of supranational alliances and treaties we can go out in many ways, but substantially two: a) unilaterally, alone, as “national way”, or b) giving life or entering into another and different international system of alliance / treaties.

The positive objective that we indicate therefore is the construction of a Euro-Mediterranean area, among countries that have more similar and compatible production systems, among political and social forces that focus on the priority needs of the populations rather than the maximum profits for multinational companies, financial speculation, budgetary austerity. Breaking therefore to build an area of ​​”other” regional integration, especially in terms of economic-social relations, of internal and mutual anti-conflict choices among the countries and peoples interested in converging on this alternative. To prevent the continuation of the social massacre and to stop the escalation that pushes towards war.

Is this an idea that does not stand up, which – as we have heard it said – “does not interest people”, that “loses votes”?

We quietly note that the Italian voters (spurious category under the social profile, but the votes are counted…) have rewarded with a very heavy 55% forces indicated by all as “Eurosceptic”. So the criticism of the EU meets social consensus; it brings votes, it does not make them lose.

Of course, it is a disgrace that this consensus is gathered by forces in some cases parafascist, openly racist and xenophobic (Lega and Brothers of Italy, in addition to the zero-point of Casapound and Forza Nuova), or by neo Christian Democrats “neither right nor left”. But the absence of a consolidated real alternative, able to represent a degree of at least comparable “social Euroscepticism”, has definitely favored that flow of consensus to the right. Not surprisingly, all the forces that won the elections have had to put forward socially attractive promises because they were strongly desired by the components of our social group (and which are opposed by the EU): the workers want the abolition of the Fornero Law and of the Jobs Act, the long-term unemployed hope for citizenship income, etc. They mixed these elements with the fear of the different, of the immigrant, of the “black”, giving shape to a war among the poor which greatly favors the dominance of the establishment. We touch it every day, in our social and political work. But dissolving this tie is possible. Tough, difficult, but possible. We see it especially in the workplaces, where the common exploitation fosters greater solidarity and identification. In any case, racism and fascism cannot be fought with incantations, with Veltroni’s “do-goodsim” or with Renzi’s chatter.

Finally: are there even radical forces in Europe that have made of the destructive critique of the European Union an objective of their program? Well, just read what is said on this point by the program of France Insoumise, the movement led by Jean-Luc Mélenchon who took almost 20% in the presidential elections (Macron, let’s remember, went to the second round with 24%, Marine Le Pen with 21%). Or what Popular Unity, the Greek movement born from the rupture with Syriza, led by Panagiotis Lafazanis, former energy minister in the first Tsipras government (the one closed with the referendum for the Oxi and the capitulation). To the program of the CUP in Catalonia, and other progressive forces in Spain, Portugal, Tunisia…

Therefore, the breaking of the European Union is an internationalist goal of social progress goal; indeed, it is the precondition for a radical social change to be realized.

Those, who say otherwise, work for other interests. Whether aware of it or not (it seems a paradox, but confusion makes even the most honest people unreasonable).

This is the stake. It is only a matter of taking note of it.

Post-Scriptum: A Swg poll, published yesterday by Il Messaggero, attributes to Potere al Popolo twice the number of votes compared to March 4th, going from 1.1% to 2%. The only other forces in growth are 5 Stars Movement and Lega, the winners who – as always – now see their chariot filling up visibly. Do not your ears whistle a little?

    Che le politiche della Merkel e di Macron siano da combattere, perché penalizzano soprattutto i paesi dell’area euromediterranea, è fuori discussione.
    Che il modo migliore per combatterle sia quello di uscire dall’Unione Europea mi sembra quantomeno dubbio e quindi discutibile. Questa ipotesi e proposta politica presenta, infatti, incognite e rischi quantomeno paragonabili a quelli contenuti nella scelta di continuare a restare nella UE e fare una battaglia (sociale prima che politica) al suo interno per cambiarne le politiche.
    Che avremmo detto, a suo tempo, se il PCI, che amministrava quattro regioni dell’Italia centrale (Emilia-Romagna, Toscana, Umbria e Marche) avesse chiesto la rottura dell’unità italiana e si fosse battuto per essa, vista la “conventio ad exludendum”, di cui era vittima sul piano politico nazionale, a causa di alcuni, potenti, vincoli internazionali? Come avremmo giudicato una tale ipotesi politica?
    Già l’idea di costruire un’alleanza euromediterranea, che si proponga di contrastare l’egemonia economica e politica dell’asse franco-tedesco, mi sembra meno avventurosa e più realistica.

    c’è chiarissima la volontà di una parte della UE di sottomettere l’Europa latina e mediterranea per favorire un salasso continuo di risorse a favore della Germania, dei paesi scandinavi, dell’Inghilterra che rimane ben salda con la sua penosa finanza dei castelli di carta che crea moneta dal nulla a favore di ricchi e ricchissimi….la Francia sembra si sia scordato tutto il suo passato e si sia svenduta alla Germania….quindi Grecia, Spagna, Italia DEVONO PAGARE PERCHE’ I SOPRA INDICATI POSSANO VIVERE SULLE NOSTRE SPALLE….ora che l’Italia continui stupidamente a farsi depredare attraverso il giochetto del debito pubblico, è una cosa mostruosa e francamente di questa nostra classe dirigente che non sa difendere il paese e tutti noi….sarebbe ora di mandarli via tutti….quando la finiamo di votare politicamente chi ci impiccherà? Quando la smettiamo di gradire un sistema economico che ci distrugge e devasta l’Italia???
