Qui di seguito la lettera-appello inviata dagli scienziati e ricercatori europei a Maire Geoghegan-Quinn, Commissario europeo per la Ricerca, l’Innovazione e la Scienza:
I programmi di ricerca dell’Unione Europea sono diventati meccanismi chiave per il finanziamento della ricerca e lo scambio di conoscenze. Sfortunatamente la partecipazione a questi programmi di compagnie private israeliane coinvolte attivamente in violazioni del diritto internazionale compromette sia la reputazione di questi programmi che gli scopi dichiarati dell’Unione Europea e degli stati membri.
Ahava DSL è una compagnia privata israeliana di cosmetici con sede in, e parzialmente di proprietà del consiglio di un insediamento israeliano illegale nei Territori palestinesi occupati. Attraverso la sua partecipazione al Settimo Programma Quadro dell’Unione Europea (FP7), Ahava DSL ha ricevuto €1.08 milioni di fondi europei per la ricerca dal 2008(1). A dispetto delle preoccupazioni sollevate da Membri del Parlamento Europeo e dalla società civile, e delle assicurazioni agli organi di stampa che avrebbe affrontato la questione della partecipazione dell’Ahava, la Commissione Europea ha appena autorizzato Ahava DSL a partecipare ad un nuovo consorzio di progetto che riceverà €3.49 milioni di fondi dell’Unione Europea (2).
Altri due partecipanti a progetti FP7, l’Elbit Systems e l’Israeli Aerospace Industries, giocano un ruolo attivo nella costruzione e nel mantenimento del Muro di separazione israeliano, che è stato dichiarato illegale dalla Corte Internazionale di Giustizia nel 2004 (3).
L’articolo 3 del trattato di Lisbona obbliga l’Unione Europea alla tutela dei diritti umani e al rispetto rigoroso e allo sviluppo del diritto internazionale in tutte le relazioni esterne.
Il permettere la partecipazione a progetti FP7 di compagnie di che sono attivamente coinvolte in, e che aiutano e assistono a gravi violazioni del diritto internazionale, e sostengono che tali azioni sono legali, fa sì che l’Unione Europea affidi risorse a compagnie sulle quali non può fare affidamento per un uso in accordo con i propri obblighi legali.
Gli accademici e le istituzioni che partecipano ai programmi di ricerca dell’Unione Europea dipendono dal buon giudizio della Commissione Europea. Includere compagnie come Ahava DSL ed Elbit Systems nella lista dei partner di ricerca approvati, l’Unione Europea finisce per raccomandare compagnie implicate in violazioni del diritto internazionale e con ciò espone accademici ed istituzioni a rischi economici e per la loro reputazione.
Come sostenitori di una giusta pace tra Israele e i Palestinesi basata sul diritto internazionale, ci appelliamo alla Commissione Europea per escludere questo genere di compagnie ed istituzioni dall’accesso a fondi dell’Unione Europea e di introdurre una nuova legislazione che prevenga dal farlo in futuro. Violazioni del diritto internazionale e dei diritti umani universali sicuramente continueranno finché istituzioni come l’Unione Europea accorderanno finanziamenti a coloro che li perpetrano.
